If you think Classic Shell is no longer present on your computer and yet you are getting notifications, try installing the latest version which *is* compatible with Windows 10, and then remove it.
Another thing you can try: go to Windows Administrative Tools -> Services. Try setting "Program Compatibility Assistant Service" to disabled and reboot. Maybe the annoying notifications will stop.
