How do I add a program to the Start Menu? If I go to the "Customize Start Menu" tab it shows a listing of "Available commands" on the right side. But these are not programs. If I wanted to add, for example, Excel 2013 it is not listed there. When I first installed Classic Shell, there were about 6 items listed in the menu, one of which is Word 2013. How does it decide what to list? It seems to be random. I would now like to add Excel. I cannot see where to add my most often used programs. Also, is there a way to lock the order of the items in the list. Every time I launch the tool, the items are rearranged. I would like them to be alphabetical and to stay that way.

I think you are looking at the frequently used program list which only lists a certain number of programs by how frequently you use them.. There is an All Programs item below which will list an alphabetical list of programs installed on your computer. If you find Excel there, right click it and choose "Pin to Start Menu (Classic Shell)" so it will be pinned at the top of the frequent list.

To add any program not present even under All Programs, right click All Programs and click "Open". There you can paste any shortcut you want.

If you have Excel installed, it should appear inside the Programs menu, possibly inside Microsoft Office sub-menu. And if it's not installed, then you can't show it in the menu.

Since you are talking about items changing order, you probably mean the items in the main menu. They are either ordered by how recent or how frequent you used them. Aside from those, you can also have pinned items. To pin a program, right-click on it and select "Pin to Start menu (Classic Shell)". You are in control of the order of the pinned items. Drag items up/down to change the order.
