Is it possible to add two buttons to each window caption: maximize to left half and maximize to right half? Currently it is possible to do so when desktop borders are active by drag and dropping the windows but how about allowing the same with buttons?

No, Classic Shell is not designed to affect windows that belong to arbitrary programs.

You can use the keyboard shortcuts Win key+left arrow key/right arrow key to snap using the keyboard. If you are familiar with AutoHotkey (free scripting language that can send keystokes), you can create buttons somewhere like on the Taskbar to send Win+Left/Right.
