1) when trying to drag and drop shortcut items onto the start button, I get a black circle with a slash through it. Hovering / waiting does not expand the start menu.
2) when I click the start button and open the start menu, when I RIGHT CLICK and empty area, there is no option to add a shortcut there either.

Classic Shell works fine on my 5 other laptops running 8.1... just not this one...

Running Windows 8.1 Lenovo Thinkpad Yoga 15

Is it possible you are dragging from a process that runs as admin?
