I've recently purchased a Surface Pro 3, came with 8.1 Pro, I've now upgraded it to 10 Pro. And then I installed Classic Shell. I imported an xml file with settings and it seems to work for the most part, however, check out the capture. It concerns the show user picture option. Whether the option is on or off, the picture shows (or in this case the detault icon, since I haven't selected a picture yet), just in a slightly different position. No issue with this on my other pc.

Also, the shutdown button at the bottom, when clicking the right pointing arrow, there's no sleep option. Just switch user, log off, lock, restart.

Disable the user picture from the settings and reboot. If it continues to show the picture, download the Classic Shell Utility from here: http://www.classicshell.net/downloads/
Run it, save a system log and send it to me.

On the issue of Sleep not appearing, I have found the following thread: http://www.classicshell.net/forum/viewtopic.php?f=7&t=567.

When I run powercfg /a the only supported state is S0. I wonder though, if Windows' own start menu has the sleep option, then why is Classic Shell stricter and doesn't show it?

Btw, Mike, do you have Hyper-V enabled on your Surface Pro and do you use it? I read that having Hyper-V enabled disables the power saving state that Surface Pro 3 has called Connected StandBy (or InstantGo).
