We are thinking of using Classic Shell to deploy Windows 8.1.

We want to apply the Group policy options to the User Policies but not having much look.
We can apply them to the computer policy but we dont want to apply it system wide, just on certain users.

It does not create reg entries in the HKCU.

Hope this makes sense.

The user policies work for me. When I use gpedit to enable the "Replace Start button" policy, it created a registry key HKCU\Software\Policies\IvoSoft\ClassicStartMenu. Inside it created two DWORD values EnableStartButton and EnableStartButton_State.

Do you not see any new values in your registry?

We don't want to have to use the local policy editor, we are using group policy on our DC.

What we have done so far:

Client:
Install 8.1
Install Classic Shell

Server (2012R2)
Import Policy's
Set Policies

Sorry, I have no idea how policies function outside of the local machine. It is my understanding that if gpedit works then the policies are defined correctly and should work also for remote administration. I have no experience administering across the network.

I suggest you try to narrow down the problem. First see if gpedit works for you for the per-user configuration. Then try setting another user policy (not related to Classic Shell) remotely and see if the right registry keys are created.

Do you know what other users are doing in terms of administrating a whole site?
Setting them locally would be fine, but if we need to make a change it would be a huge job.

No, I don't have any reports from domain administrators how they use the policies.
I was suggesting to try the local settings only as a troubleshooting step.
