Can Classic Shell be configured such that an administrator can configure for all users and that each new (additional) user logging in to a particular computer will not see the pop-up configuration dialogue box? We are trying to make Win 8.1 look as close to Win 7 as possible without confusing less techy users. We are a computer club setting up a network for retirees in the community.

Thank you
Steve
