Whenever Windows loads to desktop this startmenu opens and closes over and over for 10-30 second. same with 4.04 and 4.06 versions. Anyone else has this behavior?

Are you saying that the Start Menu opens automatically and closes automatically? That should not happen. Uninstall all other Start Menus and make sure you got Classic Shell from the official website: www.classicshell.net

Yeah, when I boot windows it just starts opening and closing. This bug is since the first time I installed Classic Shell on Windows 7 (and only Classic Start Menu, nothing else). Then I uninstalled 4.06 and installed 4.04 but no changes.

Download the Classic Shell Utility from here: http://www.classicshell.net/downloads/
Run it and send me the log file.

I see you have a ton of startup programs. Any of them might be interfering with the start menu. See if you can disable them one by one to check if one of them in particular is causing the problem.

I disabled ALL in msconfig>AutoStart except Antivirus and USB Safely Remove but that didn't help. Although when I also disable ClassicShell I saw original Windows 7 Start Menu opened just once and closed.
OK, whatever. Maybe someday I will figure out what was causing it.

If the Windows 7 menu has a similar problem, then it is not an issue with Classic Shell. Most likely some software (or hardware?) simulates the press of the Win key or a click on the start button.

Another user has reported a similar problem: viewtopic.php?f=12&t=2614

He tracked it down to a program called "BootRacer". Do you have this program installed?

I fixed the problem by making a task with 30s launch delay in scheduler and disabling built-in autostart.
