 Post subject: Control panel missing

When I click start and select settings the control panel link is not there. I right clicked the task bar and made sure the show in menu is selected, but still not there. How do I resolve this?

Go to the Special Items tab and set the "Control Panel" setting to "Display as a link" or "Display as a menu".
