I have the same issue in two separate ways.

1. When I first log on as a user I can click the start button and I get the default start menu. The classic shell start menu does load, but it takes a few seconds which is long enough for the user to click it. Can I fix this?
2. Even when the classic shell is started if I click on the very bottom left of the start button I get the default start button.

I found the issue and it looks like a bug. In the GPO I have "Replace start button" enabled, but I don't have the "Replace start button" check box ticked. This gives the default server 2012 start button visual, but when you click on it you get the classic shell menu. So it must be loading both buttons somehow.

What I'd like to do now is enable the classic shell icon the correct way. I've tried ticking that checkbox and pointing the "Button image" setting to my png, but it still loads the default classic shell icon. What do I have to do to get this to work correctly?

Don't try to adjust the settings through GPO directly. First tweak everything using the Settings dialog. Most settings apply immediately and you can see the result without restarting. Once everything is to your liking, look at HKCU\Software\IvoSoft\ClassicStartMenu\Settings to see what is set and transfer those to GPOs.

For example the button image setting is used only when the button type is set to "custom". And the button type setting is used only if the button is replaced. This is obvious in the Settings dialog but not in the policy editor.

Ok I finally figured it out. You had me pointed in the right direction though. I had "disable active corners" set to enabled in the gpo, but I didn't have it set to "all". I set this setting and then logged in with a few of my users and all is well now. Thanks a lot. Just FYI the documentation for the GPO settings is a bit difficult to understand at first glance.
