Thanks, I have no idea what the problem actually was but when I deleted the existing install file and downloaded a new copy which installed without that error.

Do not run the installer. Run the Classic Shell Utility, which is further down on the page. I'm working on this and now I'm finding a problem that leads me to believe this is not a Classic Shell problem but a Windows / security or rights issue.
