This is a) impossible, because the uninstaller doesn't have access to the user registry for all users, and b) undesirable, because upgrading from one version to the next will lose all settings.

I don't know. Did you enable all addins? There are two, maybe 3 - Classic Explorer Bar, ExplorerBHO, ClassicIEBHO.
*** Problem Solved ***Ah-ha - To get it back I had to check
File Explorer->View->right click Options->Classic Explorer Bar. It must have been checked after the install, but the Internet Options...re-enable (disable/enable) didn't re-check it.
For reasons best known to TPTB, I assumed the settings behind the blue shell icon included all the settings in View Options.
I'm still getting used to the Win 10's ribbon driven File Explorer - just upgraded from Seven. Thank goodness for Classic Start Menu without it i might have regressed to Win 7.
