Beginning with Classic Shell 4, the skins are specific to the style of the Start menu you are using. If you are using the Windows 7 style Start Menu, these are the only skins available. If you switch back to "Classic with two columns" style, you will see all the skins that 3.6.x had (Classic, Aero, Windows 8 plus Full Glass, Smoked Glass, Basic and XP Luna). Classic Shell 3.6.x didn't have the Windows 7 style, it's new for Classic Shell 4. So if the extension of the skin is .skin7, they will be visible via the Skin tab in Windows 7 style. If the extension is .skin, they will be visible via the skin tab of Classic with two columns style.
