The instructions for uninstalling Classic Shell say Open a new Windows Explorer window and under step 3 in >>Make sure the toolbar is hidden.... <<

What are they referring to and how is it done ?

Then you can disregard those steps. They are for Windows 7 and Vista. Windows 8 doesn't have a menu bar (most of the time).
