When opening submenu from start menu and than moving mouse away slowly menu highlight is went away, but submenu stays opens (but should be closed).
To reproduce menu should have a separator above it. See 2d screenshot.
CS v. 3.9.3 (latest beta). Start menu skin - classic shell, other related settings are on 1st screenshot.

These are so-called "split buttons". If you click on the main portion it will run the menu item. If you click on the arrow portion the sub-menu will open. You can see that in this case the arrow portion is highlighted.
Disable the solid color selection and you'll see what I'm talking about. You'll see there's a difference between "selected" and "hot" states. Unfortunately with solid colors that's the best the classic skin can do - either show filled rectangle or just the outline.
P.S. Moving the mouse over a separator doesn't close the menu. That's by design. The sub-menu will be closed once you select another menu item. But separators can't be selected.

Just noted there're both submenus and split-buttons in classic menu. Now behavior is obvious. :) Isn't there a message when mouse moves outside the border of split-button to process and to close submenu? Not very transparent to user why pointing to user name and still having submenu open...

And one more inconsistency: when hovering mouse over menu item (not split-button) there is a tooltip arrives with description (as I suppose, taken from shortcut), but hovering mouse over split-button just opens submenu with a short delay and no tooltip...

the tooltip does not apply to the contents of the split button so why should it be shown?, it only applies to the primary shortcut

cause clicking on a split-button button is like clicking on a shortcut - it launches program, moreover, underlying logic of split-button in start menu is using a shortcut

Submenus and split-button menus do not close if the mouse hovers over away from them and over just the menu background or over a separator. They will close if the mouse hovers over another item. That is how Windows menus behave too.

The tooltip for items without expanding submenus is controlled by the "Infotip delay" setting. The tooltip for items with split button submenus is controlled by the "Infotip delay for folders" setting. By default, the Infotip Delay for folders is disabled. Set it to 400, 4000 to make the timing identical to the "Infotip Delay".
