Searched the forums, but the terms are pretty broad!

Is it possible to install/configure Classic Shell to run a specific user only?

No, Classic Shell has no such option. It needs admin permissions.

Classic Shell can only be installed with admin permissions and for all users, but once installed, you can turn it off for certain user accounts and keep it on only for a particular account.

I can't see an obvious place to disable this for specific users. Can you tell me where to set that?

Looks for a setting called "Start automatically for this user" in the General Behavior tab in the start menu settings.
