If you think Classic Shell is hanging or crashing, you can capture a dump as per instructions here: viewtopic.php?f=12&t=6

It is also likely that your antivirus is blocking Classic Shell EXEs from doing their job. Whitelist them or try briefly disabling your AV to see if it works.

What happens if you right click the Start button and click Settings?

I uninstalled the antivirus software and still doesn't response at all. When i right click, it's shows Classic shell menu. I have attached snapshot.

For your information, I have windows 2012 R2 Standard 64-Bit.

So the right click responds just fine, and has no delay?
Lets try the default settings. Right click go to 'settings'
Then at the bottom where it says 'backup'
Now If you have done extensive changes you should create a backup ('save to XML')
Otherwise just click 'reset all settings' and let us know if that fixes the issue. (If-so attach your settings here for us to troubleshoot)

What are the two screenshots? The context menus are clearly different - one has Settings and the other doesn't. This may indicate that on the second screenshot the settings have been disabled from a group policy or a HKLM registry setting. That would explain why the settings don't work.

@pushkar2016, Yes if you disabled the Settings yourself which you may have as per this discussion: viewtopic.php?f=18&t=6168, obviously the Setting won't open. You disabled them yourself!
