Is it possible to have an option like Win7 has where jumplists and the All Programs button would not respond to mouse hovering and would only open if you clicked on them?

You can increase the "Delay multiplier for split buttons" to some large number.
Then hovering over the main portion of the button will not open the menu. Hovering over the arrow will still use the normal delay though.

For All Programs, the setting is on the Main Menu tab: "Delay multiplier for the All Programs button".

If you are using Cascading sub-menu for All programs, increase the "Menu Delay" setting value on General Behavior tab.

Much better. Thank you.

I mean, I'd still like it if you added the option to disable hovering entirely (this is the feature request section after all). But this is still pretty good.

All hover delays are based on the main "Menu delay" setting. Set it to some large number and you won't get any hovering behavior anywhere in the menu.
