Actually, the opposite. There are 23 items (short cuts) in the Recent folder. There are also 11 folder links as well. The missing 2 short cuts are then "filled in" by Classic Shell as long links to some file in one of the folders.
This happens randomly. Even though I had more than 25 files opened in the last few weeks. Even this morning, there were 25 short cuts shown. But if I delete the new ones that I don't need any more, what I described above happens. Instead of keeping the older short cuts, it does not even keep up to 25.
I would expect it to keep all previous short cuts to files opened in the Recent folder so it can fall back on those if the count goes less than 25 (in case short cuts are deleted). Also, it helps to sometimes go back to the Recent folder and choose the file you want to open that may have been the 26th or 27th one that is no longer in the Documents menu.
