With my Windows 8.1 Dell Laptop, I have pinned the Start Screen link to the top of the Start Menu. When I click on it, I go right to the Windows 8 .1 Start Screen with all of the apps. However, if I make a copy of Start Screen link and place it on my Desktop , clicking it opens the Classic Shell Start Menu instead of opening the Windows 8.1 Start Screen/Apps. I have uninstalled Classic Shell, reinstalled it and the odd behavior continues. Seems like I cannot get a clean uninstall.

Interestingly, I installed Classic Shell on my Windows 8.1 Desktop PC and when I place the Start Screen shortcut on the Desktop, it works properly and takes me to the Windows Start Screen/Apps.

Any suggestions for the problem on my laptop?

I was able to reproduce the problem and will add it to the list of things to investigate for the next version.

@DennisHPC, do you have a touchscreen laptop?

Classic Shell 4.2.1 fixes a bug where the -togglenew command didn't work on some Windows 8.1 systems with touchscreens.
