Heres a image which explains it all,
When I hover my mouse over all programs it automatically opens it
when I dont even click it.
(tried reinstalling it, didnt work)

Yes, that's the expected behavior. The hover delay for All Programs is usually 2 times the regular hover delay. It is controlled by the "Delay multiplier for the All Programs button" setting. You can set it to a larger number to increase the delay. Of course if you set your regular delay to 0, All Programs also becomes 0.
