Can I have 2 start buttons?
I would like one for Classic Shell and another for Windows 7.

I have not installed Classic Shell yet.

Yes you can, you have several options here, though you may not need 2 buttons at all:
You can assign which menu you want to open with a left click, shift+click, the windows hotkey, shift+windows, middle click, or even hovering the button opens.

If you still want a second start button you can create a shortcut to:
"*\ClassicStarmenu.exe" -toggle
and attach it to your taskbar * = the install path for classic shell
