Will Classic Shell 4.04 work on Win 8.1 touchscreens or tablets without keyboard or mouse?

It will work but Classic Shell is not developed with touch in mind, so some functionality may be inaccessible. Some people have reported trouble performing right-click by tapping and holding. For the Start Menu, you can increase the size of the icons from the Menu Look tab and then restart the menu. For the Explorer toolbar too, the button size can be increased.

Ive always liked how chromebooks handled it :P (2 finger tap for right click), (2 finger drag for scroll)
honestly windows 8 should have its own gestures customization built in.. since it is marketed towards touch :P

Thanks, but have decided to get rid of the Dell Venue 8 Pro due to other issues. Classic Shell works great on my desktop with Win 8.1 :)
