Is it possible to implement the possibility to add Classic Shell commands to the Explorer's menu rather than using the toolbar?

As far as I know the menu is not customizable. Also, in most versions of Windows there is no menu.

Some shell extensions add items to the menu (for instance, add network drive etc). The menu can be easy enabled on Win8.1 and Win10.
