In my ClassicShell Explorer 4.2.1 (de-DE) under Favorites Downloads is correctly called Downloads. But under "this PC" I have two folders named Documents (Dokumente in German). The same problem exists in the main window area of the Classic Explorer.
The folders have the correct icons (document and the blue arrow down for download), but the Download folder has the wrong name. When I click on it it opens C:\Users\<name>\Downloads\
It could be a Microsoft Windows problem, too. I do not know how to check the difference. In the folder preferences I cannot change the name.

Are you talking about the Windows Explorer (File Explorer) and not the Start Menu? Then it is a Windows problem. You could try right clicking the folder and click "Rename". There is also usually a hidden, system file called "Desktop.ini" inside special folders like "Downloads". Explorer shows the name of the folder depending on what it says in this desktop.ini file.
For Downloads folder, the desktop.ini file should have this:
[.ShellClassInfo] LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21798 IconResource=%SystemRoot%\system32\imageres.dll,-184
