Why the copy dialog does not get replaced under Win8? |

On Win7 Classic Shell replaces just the dialog but leaves everything else the same. It basically reskins the UI. On Win8 the dialogs have changed in a way that a simple reskinning won't work. To get the old workflow back you will need a complete replacement of the copy engine (which Classic Shell doesn't do). There are few programs out there that offer such functionality. |
