How do I make toolbar buttons appear?

Post subject:  How do I make toolbar buttons appear?
I have installed version 4.10 on two different computers. One of them displays these buttons (the encircled ones in the image blow), while on of them doesn't. Where is the setting for this?

Thank you. I haven't been using IE for a year. Now I tried opening it, but it failed. It closes after a few seconds it is opened, and the relevant menu items are grayed out in the interval.

Is there anyway I can do the solution in that link without opening IE?

Code:
Run Internet Explorer and go to [b]Tools -> Manage Add-ons[/b]. Find "Classic Explorer Bar" and "ExplorerBHO Class" and make sure they are both Enabled.

Open 'Internet Options' from Control Panel and go to the Programs tab -> Manage Add-ons.
