Try temporarily uninstalling Classic Shell and see if the problem goes away. I am unable to reproduce the issue on my Windows 7 SP1 (if you've got exact steps how to reproduce the issue, please post them here). I am able to rearrange and reorder Explorer Favorites with the latest Classic Shell installed. |

What if you uninstall QTTabbar and leave Classic Shell only? |

Open Classic Explorer settings and click the Backup button -> Reset settings. Before you reset them, can you also save the XML and attach it here so we'll know if it happens with a specific combination of settings. |

You can try disabling the Classic Explorer settings one by one to see which feature in particular interferes with the reordering. |
