There is a global setting "EnableSettings". Set it to 0 in the registry at HKEY_LOCAL_MACHINE\SOFTWARE\IvoSoft\ClassicStartMenu to prevent users from even opening the Settings dialog.

Here's the Windows 7 logo button: http://www.classicshell.net/forum/viewtopic.php?f=18&t=174

Which version of Classic Shell are you using? 3.6.x or 3.9.0 beta? Also, you have to restart the menu/logoff Windows for the settings to be disabled. If you are using the beta, the registry values are moved to a HKLM\Software\IvoSoft\ClassicStartMenu\Settings branch (or HKCU for per-user). If you are using the older 3.6.x, they are in HKLM\Software\IvoSoft\ClassicStartMenu (or HKCU....).

Can you export the .REG file and attach it here? What do you mean it does not work? You mean even after setting it to 0, you are able to open the Settings dialog?

This is not 100% accurate.
The admin settings are always in HKLM\Software\IvoSoft\ClassicStartMenu
The user settings are in HKCU\Software\IvoSoft\ClassicStartMenu in 3.6.8 and in HKCU\Software\IvoSoft\ClassicStartMenu\Settings in 3.9.0

No, you need "ClassicStartMenu", not "ClassicShell".
Every component has its own registry key and its own settings to be disabled.

Ah I didn't know that. :) I thought HKLM had moved to the \Settings branch as well.
