I previously had the Hyper-V Windows component installed. I uninstalled it just now and rebooted the PC. Now the PC Settings link on the Start Menu won't open PC Settings (it simply doesn't do anything when clicked). I can still access PC Settings via right-clicking my network icon in the System Tray and clicking "Open Network Internet Settings" and then clicking the Home button.

1) Install Hyper-V via Control Panel, Programs & Features, "Turn Windows features on or off".
2) Reboot PC.
3) Uninstall Hyper-V and reboot PC.
4) PC Settings link on Start Menu is now broken.

Windows 10 x64 Fall Creator Update
Latest Windows updates

Edit: A 2nd reboot fixed it. So I had to reboot after uninstalling the Hyper-V component and then I had to reboot again to get the PC Settings link working correctly.
