Hello,
The scenario: User logs into a Windows 10 device. Desktop appears, items in the task bar appear. User clicks on the Start button and gets the message 'Please wait for the Start menu to finish the initial collection of information'. At the same time the appmodel process (with the two services of Tile Data model server and State Repository Service) will run the CPU at around the 90% mark for awhile. As soon at they've finished doing their business, they drop their hold on the processor instantly and the Start menu then appears.
Has anyone dealt with any part of what I've just described, or does anyone have any ideas they could put my way to help resolve this?

The services and processes you mentioned have no relation to Classic Shell. However because it can be some Windows issue that causes high CPU usage, the Classic Start Menu can be slow to respond during that period. I think if you can find the root cause of the high CPU usage with these processes/services, your Start menu issue will be fixed too.
