Sometimes, due to permissions getting messed up on some folders, the user picture may not be shown. In that case, you can use the dedicated setting for it to customize the user picture. Open Classic Start Menu Settings and in the search box at the top of the settings window, type: picture.

Specify the path in the User picture setting.

For search, you might need to read the search box usage guide to understand how it works: viewtopic.php?f=4&t=1588 If you want some file to get indexed and show up in search, simply include its parent folder inside some Windows Library.
