I use Classic Start Menu in Windows 10 with my laptop that also has an external monitor. I find it frustrating that when I start a program from the start menu on my external monitor, the program opens on my laptop screen, not my monitor. Is there a way for programs to open on the screen that they were launched from?

There is no such feature in Classic Shell's Start Menu as of version 4.3.0. However you can use Actual Multiple Monitors or DisplayFusion to do this. They have a feature to move the app's window automatically to the monitor where the mouse pointer is. Both are commercial apps although DisplayFusion has a limited free version.

Is there a place I can request this as a feature for Classic Shell?

In the future: this forum http://www.classicshell.net/forum/viewforum.php?f=13
However, since this is a small community; most threads are atleast viewed by Ivo. so Consider your request submitted :P
Though I should point out, this is beyond the scope of classic shell, and as such, is unlikely to get added. (especially considering, even the commercial implementations are poorly implemented (they move the window after its created, instead of creating it on the proper display) which leads to the belief that there is no groundwork for the latter in place.
