Hello. Sometimes when I start CMD as admin from Classic Shell start menu, it starts with classic shell working dir, but must be C:\Windows\System32. In this case UAC ascs not a CMD rights, but Classic Shell.
fact: UAC ascs classic shell admin rights. Next started CMD with classic shell working dir. Classic shell version is 4.3.0. |

This happens if "Search the system path" is turned off from the "Search" tab in Start Menu Settings and you type CMD and Ctrl+Shift+Enter it. This is because the Classic Start menu then uses App Paths functionality, not its own EXE path search feature. |
