it would be nice if...in the programs menu...the option to scroll programs was a feature selectable by the user |

It's already there. Open Start Menu settings, enable All Settings radio button at the bottom. Go to the Menu Look tab and change 'Multiple columns in sub-menus' to 'Use single column (scroll)' |
