it would be nice if...in the programs menu...the option to scroll programs was a feature selectable by the user

It's already there. Open Start Menu settings, enable All Settings radio button at the bottom. Go to the Menu Look tab and change 'Multiple columns in sub-menus' to 'Use single column (scroll)'
