I like to use 3-leveled taskbar but in Win10 its height is much higher than in Win7.

Is it possible to lower height to Win7 value but still remain 3 levels?

Right click the taskbar, and select properties, then 'use small icons' then apply
Thats the only thing I know of

Don't know if vertical and horizontal spacing is affected. Give it a try.

Horizontal - yes, but not vertical :(
