Post subject:  you don't have permission to access contact your network adm

I am using Windows 8.1 with the Classic Shell. When I try to download from the internet, I get this message and am asked whether to save to a user folder. I am trying to download a program .exe file and would prefer to save it in the "program files" or "program files (x86)" folder, but cannot access those and get this "you don't have permission" message.

I have "given myself permission" many times, as far as I can tell. Is this related to Classic Shell? Is there a way to change this so I have access?

I have similar issues when attempting to access folders on other computers on this network, and many times worked through sharing and permissions steps, without ever completely resolving the problem.

You do not save files to Program Files. Only installers can do that. Download the exe to the desktop and run it to install the software.
