It is possible the installer somehow got a compatibility setting assigned to it. Open the properties of the EXE and go to the Compatibility tab. Uncheck all checkboxes. The installer should NOT run in compatibility mode and NOT run as administrator.
This was not the case for my, as there was no compatibility setting, but I had to choose to run it as under Windows 8, though i have W/10.
I am a long term user who has recommended it to many, and have been running Classic Shell under Windows 10 for a long time, but after it stopped working (i think it could not update for some reason) then i tried to install both
4.2.5c (English) and then
Classic Shell 4.2.7, for in both cases i received the error, "classic shell requires window 7." Choosing compatibility setting W/8 enabled it to install.
