I was able to install classic shell but each time I reboot the Win 10 Start Menu returns. Would appreciate help. Thank you.

Download the Classic Shell Utility from here: http://www.classicshell.net/downloads
Then reboot, wait 15 seconds, and check if the Classic Shell menu is still not working.
Then run the utility, save a system log, and send it to me.

The log file indicates that the start menu is already running. Does it not show when you press the Win key?

Make sure in Classic Start Menu Settings -> Controls tab, "Left click opens" and "Windows key opens" are set to "Classic Start Menu".

I am having same issue with insider preview build 14257, windows 10 start menu overrides classic shell after a few clicks on the start button

Insider Preview builds are not supported. Classic Shell will be updated later when a stable finalized release of Windows 10 happens.
