Don't get 2 columns on Customize Start Menu tab in Settings

Post subject:  Don't get 2 columns on Customize Start Menu tab in Settings
  • Windows Pro 10 on a Surface Pro 4. Classic Start Menu 4.2.5

when I try to customize the columns in the Start Menu settings on my Surface Pro 4, I do not get the double panels where I can drag from the right side panel to the left side panel.

  • Windows Home 10 on my PC and Lenovo Laptop. Classic Start Menu 4.2.5
I get the double panels when I customize on my PC and my other Laptop (both are running Windows 10 HOME)
I am able to drag and drop from the right panel to the left panel.

Why is the 4.2.5 version reacting differently between Windows 10 Home and Windows 10 Pro?

I have even tried the 'backup' in the Start Menu Setting. I saved the file from the PC and loaded it on the Surface... Didn't work.
I have uninstalled on the Surface and reinstalled - thinking something went wrong with the install... Nope.

I would have included screen shots but couldn't figure out what URL was needed.

The difference to me sounds like you are using the windows 7 style on the surface? try changing that to classic with 2 columns, as it has a different option set
