This is apparently the default somehow on my system and I cannot figure out how to make it readable. I can find no menu items on how to change the colors and it's kind of annoying.

Classic shell doesnt affect the taskbar, aside from throwing the start button on it.
Try 7+Taskbartweaker Its also freeware

Drat, you are correct. I thought it went away when classic shell was closed but I was incorrect.

Taskbar is not part of Classic Shell.

This happens if you are using a wrong Windows theme. e.g. theme made for Windows 8.1 on Windows 8 or theme made for Windows 8.1 on Windows 10. Third party themes must be made for exact version of Windows that you use.

These 2 statements are contradictory. Taskbar is either affected by classic shell or is not. I am using no themes and no skins.
