I've just installed the current version of Classic Shell on a Windows 10 machine -- it is great except for one problem that I cannot seem to solve despite searching all over here.

I have a shortcut to Windows Explorer pinned to the taskbar and I have shortcuts to many folders pinned to it. I want to drag and drop to rearrange these folders, but nothing happens when I try to drag one. Drag and drop is enabled in the Classic Shell settings.

What may I have missed? Those shortcuts are useless to me unless I can arrange them in my desired order.

Are you trying to rearrange them in the taskbar or in the start menu?

In the taskbar. I have the program shortcut (Windows Explorer) pinned to the taskbar and I want to rearrange the folders that are pinned to it.

Note that the Taskbar is not part of Classic Shell. The new Windows 10 style jumplists on the taskbar do not allow moving items to rearrange them. As a workaround, you can pin Explorer to your Classic Start Menu. Then access the same jumplist via the Classic Start Menu and rearrange folders as you want. Then you can unpin it from the Start Menu.

Windows 10 is a broken OS. They broke some things about jumplists:
1. Can't drag to pin items or rearrange pinned items
2. Number of items to show in taskbar jumplists cannot be customized.
