On Windows 10, the default skin is the Metro skin which follows the Windows 10 System color. You can change the color by opening the Settings app (Win+i) -> Personalization -> Color.
For other skins besides the Metro skin, you can use the "Color" setting on the "Menu Look" tab. To make other skins also follow the system color, uncheck "Override glass color".

I am a Windows enthusiast and helped a little with Classic Shell's testing and usability/UX feedback.
