Ok, what you are looking for is a theme, and unfortunately the classic theme doesn't come with windows 10 (only windows 8, and maybe 7). So its not quite as easy to get the rest of windows to look that way (though it can be done, it does involve patching system files, which is something I wouldn't recommend)

The start menu will look the same as in that video, however the background and windows wont be gray like on windows 95. Classic shell only touches the start menu and the taskbar when it comes to theme.

Yes you need the classic theme to have the rest of the look, and unlike with classic shell, it involves potentially dangerous changes to your system files, which isnt something I would recommend to anyone not experienced enough to fix their computer, should they do something wrong.

No but, you can play around with all the settings. nothing there is going to break or damage your system, so you can always just re-load one of the xml files I gave you to re-set everything back to how it was

Just right click the button and pick settings; then anything in that window is safe

Do you mean this look? just load the attached .xml

Or you can check the circle above that says 'classic style' and then maybe change the theme in the themes tab

Oh you mean from the video.. As i told you that theme is not available on windows 10, only windows 7 and windows 8. The only way to get it is through somewhat 'risky' methods.

The theme doesn't change things like what happens when you hover over an icon. It only changes visuals. I've attached a screenshot of MY desktop with the theme activated. If your looks particularly different, then Something was likely done incorrectly. Most likely the installation of the theme patcher

If it was installed Incorrectly. I could try installing it myself through https://www.teamviewer.com/en/index.aspx This will allow me to directly control your computer.

Thats fine :P Personally I dont like it either, but it is the closest you can get to the older look. As for windows 2000's menu looked quite similar to 95. So I would basically recommend the same .xml for both..
As for windows 8 style, You dont even need classic shell for it.

http://www.windowscentral.com/how-enable-full-screen-start-menu-windows-10-insider-preview-desktop-mode

If you want to continue using classic shell with it, tell your tech to:
Right click start button>Settings>Show All settings>Controls
From there you can pick which shortcuts open which menu
