For the start menu:
Right click desktop, select personalize, then color

For the taskbar:
right click the start button, and select settings
type color into the searchbox
hit the [...] button next to "Taskbar Color:"

Changing the color through personalization affects the start menu, taskbar, and theme color (the color on top of explorer and other windows)
If you change the colors through classic shell, you are changing the colors of the taskbar, and the colors of the other start menus. It doesn't affect the one built into windows 10 (the one your using). Which is why I had to change the color from the personalization menu

Yes, everything blue in that image, except the wallpaper is caused by that setting (except the taskbar that is currently being overridden by classic shell)

The colors for those screenshots are available in the personalization menu. No need for a code to change them

That exact color is no-longer available, it was only available in the earlier version of windows 10
To get closer to that color, you need to change this setting below the colors:

If you want the windows 7 look. However If you are happy with what you have now, just keep that.
You have already tried it before, so its up to you. Its not really any better than the windows 10 style, just different

Some of them are, but not every app they have is installed.
You should only have the apps for things you use in your menu, anything else is just a waste of space

Generally no, the classic theme is a bit of an exception to that (similar to the high contrast themes)
