You are right.
I managed to get this to work via GPO as follows:-
User Configuration --> Polices-->Administrative Templates -->Start Menu and Taskbar.
Set Turn off notification area cleanup to Enable.

I am using the Windows 7 Style Menu in conjunction with Group Policies. If I right click on customize to manage what notification icons appear on the system tray, nothing happens. Has anyone seen this behaviour? |

Try left click instead. |

Where are you right clicking exactly? The notification area icons (system tray) is not something that Classic Shell modifies. |
