Start Menu Color

Post subject:  Start Menu Color
When you use the SETTING for CLASSIC START MENU SETTINGS it is 2 colors, all grey. I can not find anywhere to make it look like the setting color.
I have tried doing it with the Windows Personalization settings but nothing.
Anyone know?

Check Show all settings
Go to 'Skin' Tab
Look for a setting labeled 'Reduce Glass Color' and make sure it is unchecked

I have showing under SKIN, 5 options
no skin
classic skin
midnight
window 8
windows aero

None of these make any changes in the appearance and i have checked them all and none of the "glass" are checked.
I current have "Windows Aero" as it has the option SMALL ICONS and I like the small ones. This one does not have the "glass" and only has:
show user pic CHECKED
small icons CHECKED
large icons UNCHECKED
reduce glass color UNCHECKED
white sub-sub-menus CHECKED

But after a reboot, the two colors appeared, did not know a re-boot was required for changes.
