I can't seem to change the user account picture from the default one. Any suggestions?

Which OS are you on? On Windows 7, the picture can be changed from "User Accounts" in the desktop Control Panel. On Windows 8, you have to open "PC Settings" (the Modern Control Panel) to change the user account picture. If you are using a Microsoft Account on Windows 8, you must set the picture in your online profile at https://profile.live.com

CCleaner or something else might be deleting it.

A 3rd party app installer named Pokki was the culprit. Uninstalled it now it's all good!!!

Starting with Classic Shell 4.2.0, there is a dedicated setting to change the user picture. It overrides the Windows user account picture and you can specify your own.
