IS there a way to install the app so it is automatically setup for all future users created? I am installing on Windows 8.1 |

No, the apps by their nature are tied to a specific user. |

By "setup", if you mean configure the settings for all future users created, then that is possible. Extract the files from C:\Program Files\Classic Shell\PolicyDefinitions.zip to C:\Windows\PolicyDefinitions. Then run Gpedit.msc and configure the settings under "Computer Configuration" -> Administrative Templates -> Classic Shell. |
